Folsom Enterprises is an 8(a) certified general contractor located in Tallahassee, Florida. Founded in 2006, Folsom began as a sheet metal shop serving the local roofing market. Over the years the products and services performed by Folsom grew to include structural fabrication, erection, machining and roofing. In 2014 Scott Williams decided to leverage this experience and become a full service general contractor. The first step in this process was identifying the core values on which the business would be grown. They are:

With these employees having extensive experience in Federal Government contracting, Folsom is capable of moving into this market and has developed the infrastructure to serve these clients. The safety, quality control and environmental protection plans have been developed to the most rigorous standards. The standard operating procedures and financial management systems put in place will ensure that each project is managed in a consistent and responsible way.

Originally from Miami, Scott Williams moved to Tallahassee in 2000, and after high school, pursued a Bachelor’s Degree in Finance from Florida State University graduating in 2009. Upon successfully obtaining his degree, Scott was employed by a local real estate development firm as a project manager. Over the next seven years Scott managed numerous high profile projects. His responsibilities included site selection, budget management, obtaining financing, contract negotiations, contractor management, cash flow management, and project closeout. In January of 2013, Scott purchased Folsom Enterprises with the intent of building a full service general contracting and development company. Since this purchase Scott has obtained his Certified General Contractors License from the State of Florida, completed several local projects and developed the infrastructure to allow for future growth.

Frank WhitleyVP of Design & Construction
Frank’s career in construction began well before he obtained his degree in Building Construction. This combination of experience and education provides a firm foundation for his position as Vice President in Charge of Design and Construction. Frank’s penchant for working with Owners, Architects, Engineers and Subcontractors to develop cost effective design solutions while ensuring constructability of design, allow Folsom to execute fast track and mission critical design/build projects that satisfy the User’s need and budget. This practice of working closely with our subcontractors during the design process has fostered long term relationships with a broad range of subcontractors and developed our system for vetting new ones.
Lance SheffieldSr. Project Manager
Lance Sheffield was born and raised in Panama City, Florida and has been involved in government contracting for most of his life with over 25 years’ experience and having completed well over $200,000,000.00 worth of mission critical military and federal construction contracts. Lance’s focus is on delivering value to our clients while continually developing career long relationships with designers, subcontractors, and employees who are all members of our team. His passion and ingenuity for what we deliver are evident on every project large and small while taking on the daily challenges of building mission critical projects in today’s ever changing and complex world of construction technology.
